As the prompt states, Plagueis is going heisting! The clan is dead broke after a certain Quaestor blew through clan coffers buying explosives and ships. But the clan has operating costs and the Arx Central Bank will not give out a loan (allegedly, they are skint as well).

Write a plan for the Clan to find the capital needed to continue operating. Reminder that while credits are great, operating costs can include: Food, Fuel, Ammunition, Clothing and other materiel. Document should read like a plan not the story of the heist. Placement will depend on:
- Level of research (Holding up a Councilor with a holdout pistol is inadvisable)
- Viability (Councilor; pistol; bad times)
- Variability (Are we still trying to hold up a Councilor for pocket change?? Go steal some fuel!)
- Adherence to Voice Rubric including the 500 word minimum.
