A droid has been able to tell you several things about the code.
It uses a substitution cipher, in which one character is replaced with another.
It was sent in two character blocks, each of which seem to use their own cipher.
It may be double coded, that is, a code within a code. The secondary code is longer than necessary for a reason; you only need a small amount of it to understand it, and it does not use a specific cipher.
