Specifics

By order of the Board of Directors, Markosian City has been placed under Marshal Law until rogue elements can be subdued and order restored. Executive Director Phoenyx has requested assistance of the Special Operations Group to evaluate the state of Markosian and to suggest a plan of action to retake the city from rogue elements. Please note, this plan of action does not require total elimination of rogue elements and the primary objective remains securing control of the city itself.

Create a minimum one-page document explaining who the leaders of the rioting resistance are and your suggestions on how to retake the city. Additional points for creativity relating to the report and detail when creating these rogue elements or within the plan on how to retake Markosian.
