History
As New Tython began developing, smugglers took to the planet as a place to store caches of their goods until they could reach them later. Naturally, they created shelter out of what they could find, large scraps of metal and wood making what would become their homes. Eventually, criminals fleeing the government’s justice would come across these shelters and expand on them with their own. Some even saw the need to fortify their position, paranoia and fear of being caught by authorities making them place turrets of different kinds around what would become the border.
More and more criminals fled, hearing of a growing hideaway with shelters available. They would come, each adding something of their own to the clustering shelters, until finally they had a small town. Walls were erected out of the remains of down starfighters, their turrets hotwired and modified to be controlled by a terminal in case of attack. Eventually, a fence would arrive and take control of the town, becoming a governor of sorts through garnering favors and blackmail on those that created the town. Named Xerc Norta, he acquired moderate forms of protection from government authorities of other areas, which trickled down to the crews of pirates he hired as well. Through his force of will, the town flourished and developed into a city in it’s own right. He hired certain smugglers that had remained by their shelters, some of their more well stocked caches being ready to be emptied, and had them smuggled various goods to various cities across New Tython.
Xerc also hired pirates of all kinds, forcing them to agree that New Tython would be a place to meet and discuss, but never shall it be attacked. As long as Xerc Norta was in power, New Tython would know peace in terms of piracy and raids against them.
The pirates agreed that New Tython would be a place they would meet, and would never attack any ships that came to or left the planet.
Trade
Baratoria uses stolen goods taken from across the galaxy and sells them through Xerc Norta’s various fronts and businesses. There are, however, legitimate businesses in Baratoria. These range from taverns, pubs, and brothels to restaurants and bistros.
There is also a spaceport that is utilized by the pirates and smugglers, as well as trading with other cities.
Government
Xerc Norta is the governor of the city state known as Baratoria. He has complete control, using the muscle of his pirates and the skill of his smugglers to make sure it remains that way. Every year, however, Xerc allows for an election to be held and he ensures that no one messes with the results. He believes that as long as his crews are happy, he should have nothing to fear. This isn’t to say that were he to lose power, he wouldn’t be able to get it back.
