The Theta-class T-2c Shuttle Flight is a support space element that consists of four Theta-class T-2c Shuttles, along with trained pilots to fly them including a command element led by a Lieutenant Commander. As well as a small team of mechanics and engineers to maintain and operate the shuttles.
