Selen. Once a barren wasteland in wiki-terms, it has seen a revitalization in the wake of the Selen Development Project, particularly in Estle City, the capital of Selen and, by extension, the Dajorra Confederacy.

We are proud to present to you, the peoples of Arcona, the Selen Development Project 2.0! Over the course of these competitions, we will expand the fictional meat-and-potatoes of Selen, across all of the extant cities, and maybe even adding some new ones. On this run, we’ll be looking at Celeste!

Celeste is an underwater city encased in a large hydrostatic bubble in the northern hemisphere, not far from the equator, and is home to Dajorra's high society. A wealth of theatres, opera houses, cinemas, galleries, museums, vast libraries, and impressive religious buildings ostensibly make it Selen’s cultural capital. Large parks and gardens are a common sight in the centre of Celeste. Grand mansions and luxurious apartments circle the entertainment district, whilst smaller homes sit close to the edges of the hydrostatic bubble to accommodate the city's large workforce. Whilst considered the 'deprived area', this suburb's standard of living is considerably higher than any other in the Dajorra system. Celeste is only 250 kilometers from Naruba City, where most of the city's inhabitants make their wealth and fortune.

Now it is up to you, Arcona, to turn this placeholder into a place, filled with venues, people, and stories. Here’s what you can look forward to!

• Fiction: Tell us about your character(s)’s adventures in Celeste and how they go about their time there.
• Graphics: Show Arcona and the rest what Celeste actually looks like, outside or inside.
• Flash/Browser/Puzzle: Rescue some divers in this deep-sea html game.
• Venue Write-up: Flesh out Celeste with businesses, buildings, and other specific hotspots.
• NPC Write-up: Create a character — key figures or mundane shopkeeps — to give the city some life.
• Create-A-Village: Give some details about a village in the Niraya Ocean Basin and establish something new!

Grading and Scoring

All grading will be done in accordance with the respective competition type’s rubric(s) as applicable. Pay close attention to each competition’s details for nuances between each. Top three placements, based on cumulative scores from sub-competitions, will be awarded Third Tier Crescents. Ties will be handled in accordance with MAA policy: the next placement to be one less than the previous (eg. a tie for first will put the next placement at third); a tie for third will result in two third placers.

Scoring is based on top five placements, participation, and weighted scoring by competition type:

• 1st place: 6 points
• 2nd place: 5 points
• 3rd place: 4 points
• 4th place: 3 points
• 5th place: 2 points
• Participation: 1 point

• Write-ups (Venue, NPC, Village): +0.5 score weight
• Browser Game / Puzzle: no added score
