Locke has extensively studied lightsaber combat and in mastering Niman learned a little bit of each lightsaber form, as such he fancies himself quite adept with a blade. Furthermore, he claims this title before all of Naga Sadow and dares any of the other Disciples to attempt to prove he does not deserve it, intending to push them to strive to be superior and in turn develop their own skills.

As such, he has the audacity to call himself Blademaster. With the Council's approval, of course.
