A lot has happened since the last Consul report was released. Of greatest importance, Orzon has left the clan, I am now Consul, Scorpius is my replacement as Proconsul, and (saving the best for last) we took an astounding 3rd place in the Rite of Supremacy. With that accomplishment and the less savory events of late March and early April behind us, we're now looking to the future of Clan Plagueis. The Great Jedi War is looming on the horizon, but we have more immediate concerns; namely, internal reforms and improvements. Many projects that were put on hold during the RoS <font color="white">are now being brought back to life and discussed. This report contains the first of many positive reforms to come, so sit back, relax, and enjoy the read. :P

Many members were recognized over the past week for their signficiant effort in recent months. Among them were two new Dark Jedi Knights, one new Jedi Hunter, and a slew of new Novices and Acolytes. Congratulations to Kal and Vexer on their ascension to the equite ranks, and to all of our newer members who are taking their first steps toward Knighthood.

There are many small competitions going on in Clan Plagueis right now so be sure to check your email for notifications of what is available to participate in. Battleteams Satal Victus and Exar's Shadow are at each others' necks over alleged improprieties by either side. Hostilities are escalating in such a way that war is inevitable. </font>

<font color="white">Now for the most important news item of the week... after careful consideration and discussion by summit members, it has been decided that the current advisory body of Clan Plagueis has failed, as a group, to adequately fill its role as a a guiding force for the Clan. At the same time, the obvious interest of the general membership in having a greater say in important discussions and behind-the-scenes decisions has made it clear that change is needed. </font>

<font color="white">To that end, the Council of the Wise is hereby dissolved as an official Clan entity. In keeping with the theme of greater member involvement, its replacement will be known as the Plagueis Senate and will consist of members from all levels of the clan (excluding current summit leadership.) The new organization will be given specific duties and tasks by the Consul, and will be involved in much of the decision-making process as the Consul's new advisory body. Below is an outline of the Senate, its membership, and its duties:</font>

Plagueis Senate

** Introduction **

The Plagueis Senate is an advisory body that is responsible for assisting the Consul and ensuring that the members of Clan Plagueis are fully and effectively represented to the Clan Summit.

** Composition **

Five members serve on the Senate: three elected by the general members, and two appointed directly by the Consul. Additionally, the Senators select one of their members to serve as the Voice of Plagueis the de facto head of the Senate and liaison with the Consul.

All members of the Senate serve three month terms. The appointed Senators may serve an unlimited number of consecutive terms, at the discretion of the Consul; the elected Senators may serve no more than two terms consecutively, though there is no restriction on the total number of terms that any member may serve on the Senate.

** Election **

Near the end of each three month period, the Consul puts out a call for candidates to run for positions on the Plagueis Senate. Members who wish to serve on the Senate send an email to the Consul declaring their intention to participate in the election as a candidate. Following a brief candidacy period, the Consul opens a poll on the Clan website where all members, regardless of rank or position, may cast a single vote for the candidate of their choice.

After the conclusion of the voting period, the Consul announces the three Senators-elect to the Clan. At this time he also selects which two members will serve as appointed Senators.

The five members of the previous Senate lose their status as Senators at midnight on the last day of the third month of their term, at which time the five new members assume the duties and responsibilities of the Plagueis Senate.

** Duties and Responsibilities **

The Senate is primarily responsible for advising the Consul on important decisions and assisting the leadership of Clan Plagueis on various projects. In addition to that, the Senate is also responsible for acting as representatives of the general membership; its decisions should be in the best interests of the Clan.

While the Senate has no decision-making power in and of itself, it does wield considerable influence through the Consul. Votes held by the Senate may be used to help convince the Consul of a particular course of action, though the Consul is not bound to follow the Will of the Senate if he feels it is in error.

Should any member of the Senate fail to fulfill their duties in a timely and effective manner, the Consul may remove them and select a replacement.

** The Voice of Plagueis **

The Voice of Plagueis has some duties in addition to those of a normal Senator. First and foremost, the Voice of Plagueis is the head of the Senate and its liaison with the Consul: All joint decisions of the Senate are to be brought before the Consul by the Voice of Plagueis, and tasks given to the Senate by the Consul are overseen by the Voice of Plagueis.

2.The Clan Plagueis Feudal System is currently being discussed by the leaders and upper-echelon members of the clan. We have made some good progress but this will be a detailed revamp that will most likely change the entirety of the CPFS. If you do have any ideas on what could be done to the CPFS, please dont hesitate to send me an email!

3.The Envoy System is being looked at to determine if any improvements can be made to the way envoys in Clan Plagueis work.

4.Clan Possessions is being rewritten with a more in depth history.

5.Clan Awards are on the back burner while the CPFS is in the foreground. These will be items that a CP member will be able to keep, utilize and such in fiction and for fun.

I will be sending out another email regarding the Plagueis Senate in a day or so with information about the election process and a time table. Keep in mind that this is a brand new system, so what you've read today may change depending on how everything goes. The most important thing to remember is that this is not a popularity contest - Senators will have real work and a real chance to make an impact on decisions.
