If you have a non-SW race for your character that you wish to have approved for use in the post-PR DB, please make sure that you have done all of the following:
1) You have given your race a Star Wars sounding name. It may be an Elf or a Klingon, but in the Star Wars universe, these names simply do not exist. So, create a nice new word by which we can officially refer to your species.
2) You have given the race a Star Wars background. Have a homeworld, some society structure and some interaction with "native" SW races in the history.
3) You have reworked any copyrighted material from other authors in a way that it is your own wording.
4) You have made sure that there is no existing Star Wars race that is essentially the same thing. With the many races available through the movies, novels and comic books, there are many "twin brothers" to non-SW races already in existence. So if you have this intelligent canine you always wanted, take a look at the Shistavanen Wolfman first. Because that may be exactly what you're looking for.
Remember: Your off-universe race will NOT be approved for use until you can meet these criteria. (Note that this does NOT impose any appearance or ability changes, it just makes sure that you do not import a random Orc, Cardassian or Minbari without any consideration for the Star Wars universe...)
Done all of 1 to 4 ? Then send it in to Jac, Lannie and myself and we'll work out the rest together with you and the rest of the CRAPs committee folks.
UPDATE from Jac:
If you want to see the official DB policy on races and the Committee Responsible for the Approval of Particular Species can view it here.

Am I the only one to see "the Committee Responsible for the Approval of Particular Species" squished down to CRAPS? :P
No, Jac saw that the day he established it. It's the official CRAPSy abbreviation :)
