Diablo 4 recently released the 2.0 version of the game with the launch of the Vessel of Hatred expansion. This expansion completely overhauled how Diablo 4 activities were structured throughout leveling and the endgame, in addition to adding whole new activities. This update to the game essentially broke our cluster modifiers overnight. Cluster modifiers are something we need to collect time-to-completion data on and due to the nature of Diablo 4 as a PVE game getting that data, especially from endgame activities would require a not insignificant time investment for someone not already playing the game at 2.0 launch.
The staff and I try to stay up to date on gaming changes but we as individuals don't play every single platform we have. In cases like those, we have to rely on the experts within our community to help collect the critical data for official support proposals and updates. This is something we encourage and I will personally try to ensure members are compensated for. In this instance, Drac stepped up and with the help of Sarin and Valhavoc, put together a detailed and thoughtful guide to the 2.0 changes and recommendations on getting our cluster modifiers up to date. Without their initiative and thorough work, we would not have been able to support the 2.0 changes as quickly. You can see the new modifiers for Diablo 4 here. Open world events still have a base of 1 CF and Dungeons/Pit of the Artificer/Kurast Undercity/Infernal Hordes have a base of 2 CFs.
The new difficulty modifiers are:
Infernal Horde activities have an additional modifier based on the number of waves
The number of waves can be found in the upper right corner of the competition screen for Infernal Horde.
These are initial values and may need adjustment in the future.
