Herald Update: Avatar Guidelines amended

I forgot to mention this in my report, so sorry about the double post.

After consultations with the Deputy Grand Master and Justicar, avatars rendered in The Old Republic video game are allowed on dossiers from this point on. Other avatar rules still apply.
